Go to Lumbridge castle and on the second floor speak to Duke Horacio, he can be found in the northern room. Ask him if he has a quest for you. The duke will tell you that he has found a strange talisman and will ask you to take it to the head wizard Sedridor in the Wizards Tower.

The Wizards Tower is south of Draynor Village, so if you have an Amulet of Glory you can teleport there, else you'll have to walk. When you arrive at the Wizards Tower, walk into the main entrance and climb down the ladder to find Sedridor. Ask for the head wizard, then tell him that the duke of Lumbridge sent you. Sedridor will inquire that you give him the talisman give it to him. He will then give you a package and ask you to give it to Aubury in Varrock.

If you have level 25 magic, you can use the Varrock Teleport spell, else you will need to walk there. When you get to Varrock, head towards the Magic shop. The magic shop is just south of the eastern bank and is represented by a Fire symbol. Talk to Aubury and make sure you have the package in your inventory (if you have lost it, you can get another by talking to Sedridor). Give the package to Aubury and he will give you his research notes to give to Sedridor.

Return to Sedridor in the Wizards Tower and give him the notes when he asks you. He will tell you that "With certain Talismans you will be able to create certain runes"
