Starting Out
First talk to Father Aereck in the Lumbridge church and tell him your looking for a quest. He'll say he has a quest for you, and after offering your help, he will tell you to talk to Father Urheny in the Lumbridge swamp.
Amulet of Ghostspeak
Go out of the Church and follow the path south, through the graveyard and down to the mining area by the coast. Then head west until you reach another mining area, and north from there to find Father Urheny. Talk to him and he'll tell you to go away, but tell him Father Aereck sent you and he will listen. After explaining that a ghost haunting Father Aereck's graveyard, Father Urheny will say he can't go back and help, but he will give you an Amulet of Ghostspeak and tell you to talk to the ghost.
Talking with Ghosts
Return to the graveyard and put on the amulet, then open the coffin and a restless ghost will appear. Talk to him and, after some chatting, he'll tell you a warlock stole his skull and that he cannot rest until it is returned. He will also tell you the warlock was from the sea tower to the south-west; the Wizards Tower.
Wizards Tower
Head over to the Wizards Tower, either by going back to Father Urheny and following the coast, or walk around Lumbridge Castle and follow the dirt path. Cross the stone bridge and enter the tower, then head downstairs and towards the altar. Search it and take the skull. A level 13 Skeleton will appear and attack you, but you don't have to fight it; just run back upstairs and return to the ghost.
Returning the Skull
While still wearing your Ghostspeak amulet, talk to the ghost again and he will instruct you to put his skull in the coffin. Do so and the ghost will finally be able to rest. Congratulations, Quest complete!
